The Skills screen is used to view all of your current Skills, it only shows skills that you know and have points in, this is because there are over 130 skills in this game and it seems stupid to show all of them if you only know 20 of them at the time.
The screen has a number of buttons at the top which let you filter the results as well as more buttons at the bottom, by default this screen shows your highest 20 or so skills as these will most likely be the ones you wish to check up on. You can click the filter buttons to display more skills and alter the display appearance.
When you click on a Skill you can view more information about the skill such as how many points in that skill come from outside forces like Items or Spells, you can then click on the Item or Spell bonuses to view the Items and Spells that are affecting that skill.
There are additional buttons shown when clicking on a skill that let you get help on the skill, view the manual page for that skill and view a ranking of that skill.
The ranking screen is useful for seeing how high you rank on that skill compared to other players, and great for finding out who you have to beat !
